
Homes on the hill
Harlow Hill rises on the west side of Harrogate, a spa town that grew from High and Low Harrogate in the 17th century and became known as "The English Spa" in the Georgian era. Out here, along Otley Road, are the RHS Harlow Carr gardens, the council's plant nurseries and Harlow Hill Park, overlooked by the Harlow Hill Tower, an old observatory, and the Harlow Hill water tower.
Residential streets include Harlow Park Road, Tulip Avenue, Panorama Way, Pinewood Drive, Plantation Terrace and Plantation Close. The 2021 Census for the Harlow & St. Georges ward counted 3,519 households: 35% detached, 32% semi-detached, 16% terraced and 17% flats. 76% were owner-occupied, 42% of households had two or more cars and just 13% had none.
The census area around Otley Road (LSOA Harrogate 020A) is more mixed: 31% detached, 20% semis, 21% terraced and 28% flats, with 19% socially rented. So Harlow Hill has both big detached plots and blocks of flats with shared parking.

The British Geological Survey maps the area on the Harrogate Till Formation, a gravelly sandy clay, over Harlow Hill Sandstone. On a slope, clay till can creep and hold water, so drives here need extra attention:
- A deeper sub-base at the lower end, where water collects.
- Strong edge restraints to stop blocks or gravel moving downhill.
- A channel drain across the bottom of the drive, before the garage or the footway.
- Gradients kept manageable. Very steep drives suit block paving or tarmac better than loose gravel.
The Environment Agency's flood map shows one Flood Zone 2 and one Flood Zone 3 area within 300 metres. Most of Harlow Hill is high and well clear of them, but surface water running downhill can still collect at the foot of a drive.
Listed buildings and the kerb
Listed buildings. Nearby listed buildings include the Harlow Hill Tower (observatory) and the Harlow Hill water tower, both Grade II, the Church of All Saints, the Grade II Church of St Mary and 60 Cold Bath Road*. Harrogate's conservation area extends towards the centre. If your house is listed or in the conservation area, ask North Yorkshire Council's planning team before changing walls, gates or the frontage.
Permitted development. Otherwise, a permeable front drive on a house, or one draining to the garden, needs no planning permission. Impermeable paving over five square metres draining to the road does. Flats do not have these rights.
Dropped kerbs. North Yorkshire Council's domestic licence costs £310.20, with an approved independent contractor doing the work. It will also quote for £102.36, and says its own construction typically costs around £2,000 plus a 10% admin fee. There is no quote fee if a crossing is not possible. Budget for a Harlow Hill drive
Detached plots often need 40m² or more. At Checkatrade's April 2026 UK averages for 40m²:
- Gravel in a grid: about £60 per m², roughly £2,400.
- Tarmac: about £90 per m², roughly £3,600.
- Block paving: about £100 per m², roughly £4,000.
- Resin bound: about £120 per m², roughly £4,800.
Slopes add cost through extra excavation, steps, retaining edges and drainage. Resin bound gives a smooth finish but needs a firm, well-drained base on a slope. Block paving laid in herringbone resists the sideways push of cars braking on a slope.

Can I have a gravel drive on a slope?
Loose gravel tends to wash downhill. Gravel set in a stabilising grid, or block paving or tarmac, copes better on steep Harlow Hill drives.

Why does water collect at the bottom of my drive?
